A Resolution Appointing the Members of the Guemes Island Ferry Schedule and
Fare Task Force
Whereas, Skagit County operates the Guemes Island Ferry between Anacortes, Washington and Guemes Island; and
Whereas, on March 28,2002, the Board of County Commissioners signed a Professional Services Agreement with Berk & Associates to perform the "Guemes Island Ferry Operations Management Analysis"; and
Whereas, on January 27, 2003, the Board of County Commissioners signed a Professional Services Agreement with Berk & Associates to perform the "Guemes Island Ferry Implementation Plan" to implement the recommendations contained within the Management Analysis; and
Whereas, on February -, 2003 the Board of County Commissioners signed Resolution No. _________ creating the Guemes Island Ferry Schedule and Fare Task Force; and
NOW, THEREFORE BE IT RESOLVED, that the Board of County Commissioners, seeking to create a Task Force where a variety of on-island and off-island residents, business and private interests, and local government representatives are involved in the fare and schedule deliberations, hereby appoints the following individuals to the Guemes Island Ferry Schedule and Fare Task Force

NOW, THEREFORE BE IT FURTHER RESOLVED, that the term of service for appointment to the Task Force is February through December 2003; and
NOW, THEREFORE BE IT FURTHER RESOLVED, that the Task Force members will have the following responsibilities:
ˇ Review existing policy issues relating to Ferry schedule and fares.
ˇ Develop clear problem statements in the areas of ferry schedules and fares for presentation to and acceptance by the Board of Commissioners.
ˇ Communicate and coordinate with member's constituent group to represent and convey group's issues and concerns to County; convey information from Task Force back to group; and assist County with outreach to group.
ˇ Understand and be able to articulate the Schedule and Fare Policy Analysis Task Force purpose, responsibilities and work program.
ˇ Meet monthly with Skagit County Public Works and Implementation Plan Project Team to discuss, consider and provide feedback to Public Works regarding Implementation Plan activities, analysis, findings and recommendations as they relate to schedule and fare policies.
ˇ Implement interim and short term procedures within the authority of Public Works which will support the long term Task Force mission.
ˇ Provide the Board of Commissioners summary reports of activities.
ˇ Develop draft policy change recommendations for Board of Commissioners consideration.
ˇ Attend two planned public meetings regarding: 1) schedule and 2) fare policies issues. .
ˇ Incorporate public input into revised recommendation, if necessary.
ˇ Develop final policy recommendation to Board of Commissioners for consideration and present overview of public comment.

A Resolution Establishing the Guemes Island Ferry Schedule and Fare Task Force to Provide Policy Recommendations to the Board of County Commissioners Pursuant to the Guemes Island Ferry Operations Management Analysis
Whereas, Skagit County operates the Guemes Island Ferry between Anacortes, Washington and Guemes Island; and
Whereas, on March 28,2002, the Board of County Commissioners signed a Professional Services Agreement with Berk & Associates to perform the "Guemes Island Ferry Operations Management Analysis"; and
Whereas, the Management Analysis makes fifty recommendations to improve the operation and management of the Guemes Island Ferry Operation; and
Whereas, nine of the recommendations contained within the Management Analysis pertain to the Guemes Island Ferry Sailing Schedule; and
Whereas, any deliberations pertaining to the Guemes Island Ferry Sailing Schedule necessarily require consideration of the Guemes Island Ferry Fare Structure; and
Whereas, on January 27, 2003, the Board of County Commissioners signed a
Professional Services Agreement with Berk & Associates to perform the "Guemes Island Ferry Implementation Plan" to implement the recommendations contained within the Management Analysis; and
Whereas, the Implementation Plan contemplates the creation of a Task Force that will work collaboratively with Skagit County Public Works Department Implementation Plan activities regarding the Guemes Island Ferry Fare Structure and Sailing Schedule.
NOW, THEREFORE BE IT RESOLVED, that the Board of Skagit County Commissioners does hereby create the Guemes Island Ferry Schedule and Fare Task Force to provide policy recommendations to the Board of County Commissioners pursuant to the Guemes Island Ferry Operations Management Analysis,
NOW, THEREFORE BE IT FURTHER RESOLVED, that the Guemes Island Ferry Schedule and Fare Task Force will cease to exist on December 31, 2003.
