Dear Steve,

Task Force Members:

We have contacted the Guemes Island Community Center Association to extend an invitation to send a representative to the Task Force.  They declined the invitation noting sufficient representation through the Ferry Committee.

We would suggest the need for a representative from the Guemes Island Planning Advisory Committee which is working on the Guemes Island sub-area plan as part of the Growth Management Act.  Although we have not contacted GIPAC at this point, we believe that they should be invited to send a representative to join the Task Force.

We contacted Jim Dugan, Guemes Fire Commissioner, and he agreed to serve but mentioned that any of the Fire Commissioners could sit at the TF meetings as alternatives and that he, not necessarily be, the only representative of the Fire Commissioners.

We would like to suggest Phil Burton of Anacortes as an off island Skagit County representative.  Phil is an Anacortes business owner and an Anacortes Parks  Commissioner.  We have contacted him and he is willing to serve.

Commercial users group: It is hard to select a representative from such a diverse group.  This might be better handled by having commercial users comment at a meeting held by the Task Force for that specific purpose.  We might extend invitations to a selected list of commercial users, rather than asking a single person to sit through the entire task force agenda over several months.  The burden that a single commercial representative would have representing and communicating to all the commercial constituencies seems rather onerous.

We are looking forward to finalizing the list of TF members and moving on to the list of specific problems that we will be working on.

Frequent User Cards- Non Transferable Enforcement Suggestions:

We have beat this issue around and have an idea which could be done administratively through a sticker system. This could be implemented without disrupting the current system and would allow the County to collect more revenue while the Task Force is looking into the broader issue of fare restructuring.  We would like to discuss this with you and get your input at our March 7 meeting.

We are looking forward to our next meeting.  If you have any questions regarding any of the above, please don’t hesitate to contact us.

Sincerely,

GUEMES ISLAND FERRY COMMITTEE
